Stephen Tacchini's career in the San Francisco Police Department began in 1973 when he was a teenager, working as a cadet at the Hall of Justice. He joined the Department in 1977 and as a patrol officer, served at Northern and Mission Stations. After promotions to Sergeant and Inspector, Steve served at assignments in Administration and Investigations. He rose through the ranks of Lieutenant, Captain, Commander and Deputy Chief of Field Operations Bureau. He has supervised officers at Administration, Investigations and Patrol (including the Tactical Unit). Steve is very familiar with every aspect of the San Francisco Police Department. He last role with SFPD was the Commanding Officer of the Traffic Company.

During those years Steve met and married his wife of twenty-six years, Lauretta. They have two sons, James who is 25 and Michael 22. He also found time to return to school and earn his Bachelor of Arts from San Francisco State University.

Steve began his membership with the SF Police Credit Union the same year he became a Cadet; 1973. He is grateful to the Credit Union for making possible the purchase of his first home, autos, education and providing "stable and secure investment options." He began serving as a volunteer in 1995 and has served on the Membership Committee, Supervisory Committee and, for the past seven years, the Board of Directors. He states he volunteers because he enjoys working with the dedicated members and employees of the The Police Credit Union. Their professional performance has kept the Credit Union strong stable and secure and he intends to work hard into the future to maintain that status.

John Goldberg was first appointed to the Supervisory Committee in November 2011, and then elected to that position where he served for three years before being appointed to the Board in 2014, elected in 2015 and re-elected in 2018.

He has been a member of the Credit Union since 1979 and retired from the San Francisco Police Department in 2012, after over 32 years of dedicated service.  He served as the commanding officer at several district stations, the Tactical Division, Investigations and twice served as the commanding officer of the Department’s Fiscal Division, responsible for the Department’s budget that exceeded $300 million dollars.

Goldberg was twice elected to the Board of Directors of the San Francisco Police Officers’ Association.  He is a San Francisco native and lifelong resident of San Francisco.  He holds degrees from San Jose State University and San Francisco State University.

Michelle is the current Captain of SFPD's Richmond Station, and has been a member of The Police Credit Union for nearly 30 years. 

Michelle's career with the San Francisco Police Department spans several decades and multiple districts in the city. From her beginnings as an officer at Bayview, Tenderloin, and Park Stations, Michelle was promoted to Sergeant, where she worked six-and-a-half years at Ingleside Station. 

Once Michelle was promoted to Lieutenant, she was assigned to Investigations, where she was involved with the Special Victims Unit, Internal Affairs (Criminal Division) and the Police Academy. As the now-Captain of Richmond Station, Michelle has also worked with Homeland Security and is a recent graduate from the FBI National Academy, Session 271.

Interestingly enough, Michelle worked for 4 years on the trading floor of the Pacific Stock Exchange before starting her career in law enforcement. She lives in San Francisco, is married, and has a son.

Mike joined both the San Francisco Police Department and the SF Police Credit Union in 1966. His degrees consist of: a law degree from Golden Gate University, a Master of Arts in Criminal Justice from U.C. Berkeley, a Master of Science from California State University at Pomona, a Master of Arts in Philosophy and Religion from the California Institute of Integral Studies in San Francisco.

He also has been a Financial Planner, certified by the Financial Board of Standards.He specializes in retirement and investment planning. He is a member of five investment clubs, and is the president of three of them. He has been an active member of the California Bar since 1974 and has served as the San Francisco Police Officer's Association's Welfare Officer, advising and representing member and their families in retirement and employee injury matters. Mike has been married to Gity Joon for fourteen years.

Mike's goal is to keep The Police Credit Union competitive and retain its member participation.

The Police Credit Union Board Member Glenn Sylvester

Glenn is now serving his 33rd year with the San Francisco Police Department, the same number of years he has been married to Nida. They have four children. Glenn joined the The Police Credit Union in 1978 but it wasn't until 2008 that he was elected to the Board of Directors.

Glenn's talent with computers has served him and the San Francisco Police Department well. He recently worked at CSI, which entails the forensic recovery and analysis of computer data from computers used in the commission of crimes. He currently works with the Mission Station Investigations Team conducting field Investigations. He also provides Cyber Crime training for both public and private sectors throughout the State of California and on an international level.

His computer background influences his desire for improved communications between members, volunteers and employees of The Police Credit Union.

The Police Credit Union Board Member Al Casciato

Retired Captain Al Casciato served 42 years in the San Francisco Police Department. During his career, he served on many boards and commissions. Most notably he served as President of the San Francisco Police Officer's Association and President of the San Francisco Employees Retirement System. Al has been a member of the Credit Union since joining the force. Today his wife, Maritza, and his children and their respective spouses are all The Police Credit Union members.

Al was born, raised and educated in San Francisco. He is a graduate of California State University San Francisco and the FBI National Academy. Aside from his pro bono service at The Police Credit Union, he spends his retirement on other boards that also assist the San Francisco community and maintains a business consulting firm.

Muna Busailah is a police law and litigation specialist and represents federal, state, and local officers and agents in civil, criminal, administrative, and appellate matters in state and federal courts. She has practiced in this specialty since 1993. She is a panel attorney for the Los Angeles Police Protective League, PORAC Legal Defense Fund, Association for Los Angeles Deputy Sheriffs, and a contract attorney for the City of Los Angeles (police, tort and civil rights), and the U.S. Department of Justice, Civil Division, Torts Branch, Washington, D.C.

She is currently the Assistant General Counsel for the Riverside Sheriffs’ Association and the Riverside Sheriffs’ Association, Legal Defense Trust.  In addition to the primary practice of representing federal, state and local law enforcement members, she also represents clients in business-related matters.

Muna joined The Police Credit Union of California as an Associate Board member in 2019.

The Police Credit Union Board Member Frank Hedley

Frank Hedley

Frank Hedley is the Chair of the Supervisory Committee of our Credit Union. Since he didn't come from the San Francisco Police Department he may not be known to you. Instead, he came through the ranks to become Chief of Police of San Bruno and then became City Manager. After 40 years of public service, he retired. During his police career he also served with the San Bruno Employees' Credit Union in a variety of volunteer positions, including the supervisory and audit committees. He was President of the Board of Directors when the San Bruno Credit Union was merged into the San Mateo County Credit Union. He has proudly served The Police Credit Union for over 13 years.

Before public service, Frank spent several years in private banking, starting as a bookkeeper. He served also as a branch operations manager, loan officer, auditor/inspector and finally, as an assistant district operations manager. He left the private sector because he wanted to get into public service. Frank's banking, police and city administration background make him uniquely qualified to do the job of inspecting our Credit Union operations.

Barbara joined the San Francisco Police Department in 1975 and retired in 2003. She spent many years in the Tactical Unit and was one of the most quickly recognized members of that Unit with her positive outlook and quick smile.

She joined The Police Credit Union in 1976. She began volunteering with the Credit Union in 1995, when she became a member of the Credit Committee. In January, 2003, she began serving on the Supervisory Committee.
